THE PROBLEM

In our day-to-day life, a citizen has to spend a lot of time and energy in commuting from one place to another for meeting his desired ends. A citizen has to go to a Railway Station for buying tickets; Electricity Office for paying bills; BSNL office for paying telephone bills; Jal Sansthan for paying water tax and sewer tax; Collectorate for receiving caste and income certificates; Nagar Nigam paying house tax and to get birth/death certificates; Development Authority for applying for a housing project and the list goes on and on. Besides the time taken and the energy spent in commuting, he has to incur cost for commuting (besides the cost of time). However, mere commuting and investment of time may not bring him close to desired end results so easily, as the procedures involved are complicated and the system is plagued by corruption.

REQUIREMENT OF SOLUTION

How nice it would be if he could be that instead of commuting to various govt. offices, get relevant information and deposition of bills regarding one's house tax, electricity bill, telephone bill, water tax, status of grievance and booking for plot, railway tickets etc. at or near one's door steps at Single Window Clearance, then one may not commute to these individual offices and squander ones time and energy.

THE PREAMBLE

The Department of Information Technology and Electronics. Government of Uttar has decided to create and develop an electronic bridge between the common citizen and the Government Departments and constituted the State Smart City Project Unit (e-Suvidha), a Government Society, is registered as under the Societies Registration Act, 1860. e-Suvidha has proposed to implement an Information Technology enabled Public Utility Interface across the state of Uttar Pradesh and to begin with initially in the city of Lucknow and selected Technology enabled Public Utility Interface across the state of Uttar Pradesh and to begin with initially in the city of Lucknow and selected Technology Partners through Open Tender for providing Total Solution Based Package Comprising of Hardware, Software and Connectivity for Deployment, Customization and Successful Implementation of e-Suvidha on Build Own Maintain Transfer (BoMT) financial model basis.

WHAT IS SMART CITY

The Smart City Project is to redefine public services i.e., implementation of public utility interface through SMART Concept towards e-governance connection selected services and information of State, Central and Semi-Government Department and Agencies at one-stop with Single Window All Services concept in an efficient, reliable and integrated manner on a sustained basis through easy access to initially through a chain of computerized Integrated Citizen Service Centers (ICSC) at their door step and ultimately access through Web at their home.

WHAT IS SMART CITY CONCEPT ?

  • To render Public Utility Services to the common citizen towards e-governance on real time online transaction.

  • By connecting selected services and information of State, Central and Semi- Government Departments and Agencies, Authorities, Autonomous bodies, corporations and Boards.

  • To provide an efficient, reliable and integrated manner on a sustained basis through computer networking.

ARCHITECTURE OF THE SOLUTION

The provisions to integrated services are being achieved through the use of Three-tier technology. The application server at the Central Data Hub (CDH) acts as a bridge between the database of the participating departments and the common citizen at the ten counters to the e-Suvidha Kendra, to provide any service at any counter and in any location with Electronic queuing system spread over at strategic locations in the city.
